Do dirt bikes need a title in Wisconsin?

Short answer

No, not an off-road dirt bike. Wisconsin treats it as an off-highway motorcycle, and those are registered with the Department of Natural Resources (DNR), which issues a decal and registration certificate rather than a title. WisDOT titles and plates only motorcycles built for highway use. So the question is not how old the bike is or what you paid, but whether it left the factory road-legal.

Two agencies, two kinds of bike

The DNR says it provides registration for off-highway motorcycles, along with boats, ATVs, UTVs and snowmobiles. WisDOT is the agency that issues titles and plates for highway use of motorcycles.

Neither the DNR's off-highway motorcycle page nor the off-highway motorcycle statute (Wis. Stat. 23.335) describes a certificate of title for these bikes. What the DNR issues is a registration, and it stays valid until ownership changes.

When the DNR registration is required

Not every dirt bike needs to be registered either. According to the DNR:

  • Public use registration is required to ride designated off-highway motorcycle trails, areas open to the public for that riding, and signed road routes. It costs $30 and runs on a fixed cycle, April 1 to March 31 two years later.
  • The public fee is not prorated. Register in the last few months of a cycle and you pay the full $30 for a short stretch of riding.
  • Private registration is voluntary for riding on land you or an immediate family member owns. It costs $15 and lasts until the bike changes hands.
  • A private agricultural registration ($15) covers bikes used for farm purposes, such as moving supplies on a farm or between farms.
  • Riding off-highway without registration is allowed during the first full weekend in June.

Buying a used dirt bike

If the bike already has DNR registration, the buyer has 10 days to apply for the transfer, with a $5 transfer fee plus the registration fee, if they plan to ride it off-highway. Ask the seller for the registration card and a dated bill of sale that lists the VIN. The DNR page does not say what to do when a seller has no registration card, so call the DNR at 1-888-936-7463 before you buy if that is your situation.

Make sure the person selling is the person named on the registration. A bill of sale from someone who never owned the bike does not prove much, and if the bike turns out to be stolen it goes back to its owner.

Dual-sport and street-legal bikes are different

A motorcycle manufactured for highway use is titled and plated by WisDOT on form MV1. For plates, the MV1 requires you to certify the motorcycle was built for highway use and displays the federal certification label, and WisDOT returns the whole application if that box is not checked.

That means a bike made for dirt only cannot simply be plated by bolting on a mirror and a light. If your bike did leave the factory road-legal and you have no title for it, that is the WisDOT bonded title route on form MV2082, the same one used for street motorcycles.

Common questions

Can I get a title for a dirt bike just to prove I own it?

For an off-road-only bike, the record Wisconsin keeps is the DNR registration, not a title. Keep the registration card and your bill of sale together as your proof.

What about mini bikes and pit bikes?

WisDOT says mini bikes, pocket rockets and similar machines are not intended for roadways, and the DMV does not regulate their licensing or registration.

I bought a street-legal motorcycle with no title. What now?

That bike belongs with WisDOT, not the DNR. The usual fix is a bonded title: MV2082 plus MV1, then a surety bond once WisDOT sends a letter with the amount.

Do I need DNR registration to ride on my own land?

No. The DNR lists private registration for riding on land you or an immediate family member owns as voluntary.
