How do military members title a vehicle in Wisconsin while stationed elsewhere?

Short answer

If Wisconsin is your home of record, WisDOT lets you keep a Wisconsin title and plates while on active duty elsewhere. For a car bought while you are stationed out of state, WisDOT points you to its online application, eMV Public, which lets you print a temporary plate for a car or light truck. You still mail the original signed title to Madison afterward, which is the step that stalls when you are far from home.

Who WisDOT's active duty rules cover

WisDOT's active duty page is written for Wisconsin residents serving elsewhere: members whose home of record is Wisconsin. Keeping the car titled and registered here depends on staying a Wisconsin resident as state law defines it (Wis. Stat. 343.01(2)(g)).

The page does not cover service members from other states who are stationed in Wisconsin. If that is you, the question of where to title starts with your home state, and WisDOT's general DMV contact line can tell you what Wisconsin needs if you title here.

Buying a car while stationed away

eMV Public works from anywhere, as long as you have the title signed over to you. You need a Wisconsin driver license or ID, the last four digits of your Social Security number, your date of birth, the physical title, a printer and an email address. Cars, SUVs, autocycles and light trucks can print a temporary plate if eligible.

After paying online, mail the printed receipt, the original signed title and any original lien release to WisDOT-eMV Public, P.O. Box 7907, Madison WI 53707-7907. Processing starts when WisDOT has the paper, and WisDOT says products usually arrive within 10 to 14 business days of final processing, so build in time for military mail and use an address where someone can receive it.

Plates, renewals and emissions while you are gone

WisDOT's active duty page lists several ways to keep a Wisconsin-plated car in order from a distance:

  • Anyone may renew your plates on your behalf.
  • If your county requires an emissions test, you can test out of state and send results showing the VIN and a pass, or ask for an exemption at DMVQuestions@dot.wi.gov if no testing is available where you are stationed.
  • Plates that expired while the car sat unused: send form MV2016 with the non-operation statement and a copy of your active duty orders. WisDOT prorates the fee and charges no late fee.
  • Renewed just before you entered active duty? Form MV2030, marked due to military service, requests a refund of unused fees.
  • Home on leave: form MV2505 with your leave order gets a temporary plate for up to 30 days at no charge, and the vehicle does not have to be in your name.

When there is no title to mail

eMV Public cannot be used without a title. A car bought without one goes through the bonded title process by mail: MV2082 and MV1, photos of all four sides and the VIN, and a written statement, sent to WisDOT's Vehicle Research Unit. WisDOT answers by letter with the bond amount, then you send the bond. Two rounds of mail are slow from a duty station, so the packet has to be complete the first time. We prepare the MV2082 and MV1 at your direction for one flat $299, and you sign and mail them.

Common questions

Can a family member title the car for me with a power of attorney?

WisDOT's active duty page does not address powers of attorney. Contact WisDOT DMV before relying on one, and see our page on powers of attorney for Wisconsin titles.

Do I have to come back to Wisconsin to title a car?

No. With a signed title you can apply online or by mail. Neither requires a visit to a service center.

Can my spouse renew the plates while I am deployed?

Yes. WisDOT says the member or anyone on their behalf may renew.

Where do I send questions?

WisDOT's DMV email service or DMVQuestions@dot.wi.gov. Include the VIN or plate number.
