How do you request a vehicle's title record in Wisconsin?

Short answer

Use WisDOT form MV2896, the Vehicle/Driver Record Information Request, mailed with payment to WisDOT's Vehicle Records unit. The form lists $5 per non-certified vehicle record, $10 certified, and $5 more per owner if you want the full owner history. Because of the federal Driver's Privacy Protection Act, you must check a reason that authorizes you to see personal information, and WisDOT will not tell you which one fits. If you are heading toward a bonded title, know that WisDOT may send you to this form anyway once it finds a Wisconsin record.

Why people request a title record

Most often it is to find out who the last titled owner was. If you bought a car with no title, a signed release from that person, or at least their name, can change your options. WisDOT's bonded title FAQ says that because of federal privacy law, it cannot give you prior owner information unless you submit form MV2896.

Other reasons include checking whether a lien is recorded, confirming the title history before buying, or getting certified copies for a court matter.

Why bonded title applicants end up here

Step 2 of the MV2082 instructions says WisDOT checks for an active title record on your vehicle in Wisconsin and other states. If it finds one in Wisconsin, you are notified and required to complete MV2896 to get information about previous owners. If the record is in another state, you have to seek the owner information from that state instead.

So for a car bought with no title, the record request is often not optional; it is just a question of when. Some people send it before the bonded application, so they can try to reach the last owner first. A signed title or release from that person can make the bond unnecessary. Either way, the answer you get back depends on whether you honestly qualify under one of the form's listed purposes.

What MV2896 costs

The form (revision 7/2015, the version posted on WisDOT's site) lists these vehicle record fees:

  • Non-certified vehicle record: $5 each
  • Certified vehicle record: $10 each
  • History of all owners: an extra $5 per owner
  • Copies of applications and other documents: included only if you ask for them in the comment section, and $0.25 per page may apply
  • Incomplete or incorrect information: may add another $5 per record, so double-check the VIN

The privacy question you have to answer

The Driver's Privacy Protection Act limits who can get personal information from motor vehicle records. MV2896 makes you check one authorized purpose and sign a certification. The options include your own record, written consent from the person the record is about, use by a court or government agency, use in connection with a civil, criminal or administrative proceeding, insurance claims work, and notice to owners of towed or impounded vehicles.

WisDOT is clear that it cannot decide whether you qualify. That responsibility is yours, and the form warns of federal civil and criminal penalties for obtaining records for a purpose the law does not allow. If none of the listed purposes honestly fits, do not check one to get the name.

How to send it

Complete Section A with your details, Section B with the year, make, 17-character VIN and plate if known, and mark current owner or history of owners. Use the comment box to be specific, such as lien information or a complete history. Sign Section C. Mail it with a check or money order payable to Registration Fee Trust to Vehicle Records, WisDOT, P.O. Box 7995, Madison WI 53707-7995.

For a quick look at your own vehicle, WisDOT's online services let individuals request their own vehicle record. Its title search and lien holder search tools also show whether a title was recently issued and whether a lien is listed, without a records request.

Common questions

Can WisDOT just tell me who owned my car before?

Not without an MV2896 and an authorized purpose. WisDOT's bonded title FAQ says federal privacy law prevents it from giving out prior owner information otherwise.

Is a vehicle record the same as a vehicle history report?

No. A WisDOT record shows what Wisconsin has on file for that vehicle. Commercial history reports pull from other sources and other states.

Can I see whether a lien is on a car before I buy it?

WisDOT's online lien holder search shows whether a business lender is listed. Private lenders' names are not shown.

Do I need the record to apply for a bonded title?

It is not on the MV2082 checklist. But the instructions say that if WisDOT finds a Wisconsin title record for the vehicle, it will notify you and require an MV2896 to get previous owner information.

Should I ask for a certified or non-certified record?

A certified record ($10) includes a cover letter and certification form, which is what a court or another agency may want. For your own research, the non-certified abstract ($5) is usually enough.
