Order of steps

  1. 1. Gather any paperwork and every name you know for the seller and earlier owners.
  2. 2. Take the five photos: four sides and the VIN.
  3. 3. Fill in MV2082 pages 2 and 3 and your MV1.
  4. 4. Write one check or money order to Registration Fee Trust for the MV1 total.
  5. 5. Run down the MV2082 page 4 checklist, copy everything, and mail it to the Vehicle Research Unit.
  6. 6. Wait for WisDOT's letter with the value and bond amount (1.5 times the value, $2,500 minimum). Do not buy a bond before it arrives.
  7. 7. Buy the bond from a licensed surety you choose and mail it with anything else the letter asks for.
  8. 8. Your title comes back marked BOND POSTED, which stays on the record for 5 years.

Check before you mail

  • A statement that skips a point, most often what you did to try to get the title.
  • No clear VIN photo and no MV3623 in the envelope.
  • Photos of only one or two sides instead of all four.
  • A missing MV1, or a check not payable to Registration Fee Trust.

About this checklist

This is the packet WisDOT's form MV2082 asks for when you own a vehicle but nobody can give you a signed title. Print it, tick each box as you go, and keep it with your copies.

The order matters more than people expect. The bond comes last, only after WisDOT writes to you with the amount.

Each line comes from WisDOT's own forms and pages or the Wisconsin statutes listed below. It does not choose options on a form for you, and WisDOT makes the final call on every application.

Want help with the forms?

This sheet tells you what goes in the envelope. The $97 kit walks through each form field and the reasons packets come back. Or we prepare the forms for you for $299, and you sign and mail them.

You sign and mail everything yourself and pay state fees to WisDOT. If WisDOT asks for a bond, you buy it from a licensed surety you choose; we take no commission.

Stuck on the written statement?

The free vehicle history worksheet helps you put the facts WisDOT asks about in one place before you write your statement.
