Wisconsin title answers · No title
Can you get license plates without a title in Wisconsin?
Short answer
Usually no. In Wisconsin you ask for plates on the same form as the title, MV1, and the law makes eligibility for a title a condition of registering the car. The exception is a new resident who has proof of ownership like an out-of-state registration but not the title: WisDOT will issue Wisconsin plates and registration only. If you bought a car with no title, plates come through the bonded title route, after WisDOT is satisfied you own it.
Why plates wait on the title
Form MV1 is the Wisconsin Title and License Plate Application, so the title and the plates travel in one packet. Section 342.05 says eligibility for a title is a prerequisite to registration. A service center or agent cannot put plates on a car whose ownership is still an open question.
That also rules out the shortcuts people try. WisDOT's online system, eMV Public, will not start without a current Wisconsin or out-of-state title, and its FAQ says so plainly. A temporary plate goes with a complete title and plate application, not a bill of sale on its own.
The new-resident exception
If you are moving to Wisconsin and your title is lost or held by your lender, WisDOT accepts other proof of ownership, such as your out-of-state registration. Without the title you get Wisconsin registration and plates only, and you still pay the title fee. When you later send in the out-of-state title, WisDOT issues the Wisconsin title at no extra charge (other than a counter fee if you go in person).
That exception is for a car you already owned and registered somewhere else. It does not help with a car you just bought without a title.
Getting plates through a bonded title
Fill in the plate section of the MV1 that goes with your MV2082 and include the plate fee. WisDOT values the car, sends a letter with the bond amount, and issues the title, branded BOND POSTED, once the bond is in. Registration comes with it.
Where people get stuck: the car is not road-ready. MV2082 says a vehicle must meet the equipment standards in chapter 347 and Trans 305 before it is driven. If yours needs work, you can mark Title Only on the first MV1 and register it later with another MV1. The form is blunt that a title alone does not let you drive the car on a Wisconsin road.
If you want the forms filled in for you, we prepare MV2082 and MV1 for one flat $299, and you sign and mail them.
What plates cost on the current MV1
These come on top of the $214.50 title fee and 5% state sales tax (plus any local sales tax), which you owe either way.
- Passenger car: $85 a year.
- Light truck: $100 at 4,500 or 6,000 pounds or less, $116.60 at 8,000 pounds or less.
- Autocycle: $45.
- License plate issuance fee: $12 ($6 per plate), listed on the MV1.
- Electric surcharge $175 a year, hybrid $75 a year, for cars and light trucks 8,000 pounds or less.
- Wheel tax, if your county or municipality has one.
- Temporary plate: $3 at an authorized agent, good for 90 days, plus any agent service fee.
When the plates show up
WisDOT says most plates, stickers and registration certificates are sent within 10 days of processing and can take up to 3 weeks to arrive. Personalized and some special plates take another 6 to 8 weeks. On a bonded title, the clock starts only after the bond is received, so the whole process runs several weeks longer than a normal transfer.
Common questions
Can I use the seller's plates until my title comes?
No. For cars and light trucks, section 342.15 has the seller remove the plates and keep them for their next vehicle.
Can I move plates from my old car instead?
Yes, if they are current and from a vehicle of the same type you no longer use that belongs to you, your spouse, or your domestic partner. The MV1 says there is no charge to transfer them, and plates cannot move between other family members.
How soon after buying do I need plates on the car?
The MV1 says plates must be displayed within two business days of purchase to drive a car, light truck or autocycle legally.
Will the plate number be on my bonded title?
No. The title shows the owner and the vehicle. The plate number and expiration are on the separate Certificate of Vehicle Registration.
