Can you register a car without a title in Wisconsin?
Short answer
No, not a car you bought without one. Wisconsin law makes being eligible for a title a condition of registering the vehicle, so you apply for the title and the plates together on form MV1. If the title is missing, you fix ownership first, usually with a bonded title application (MV2082), and ask for plates on the same MV1. The narrow exception is a new resident whose own out-of-state title is lost or held by a lender.
What Wisconsin law actually requires
Two lines in chapter 342 of the statutes settle this. Section 342.05(1)(b) says that if you apply to register a vehicle without holding a valid title issued to you, you must apply for a title at the same time. Section 342.05(2) says your eligibility for a title is a prerequisite to registration.
In plain terms, WisDOT will not put plates on a vehicle until it is satisfied you own it. Registration is permission to use the road. The title is the ownership record. Wisconsin ties the first to the second.
That is also why the online system, eMV Public, cannot help you here. WisDOT's FAQ says that without a Wisconsin or out-of-state title you cannot use it, and it reminds buyers to always get the title from the seller.
The one exception: new residents
If you move to Wisconsin with a vehicle you already own and your out-of-state title is lost or your lender holds it, WisDOT lets you submit your out-of-state registration or another government-issued ownership document instead.
You get Wisconsin registration and plates only, and you still pay the title fee. If you later send in the out-of-state title, WisDOT issues the Wisconsin title at no extra charge. A lost out-of-state title has to be replaced by the state that issued it. If a lender holds it, WisDOT sends the title to the lender and mails you a Confirmation of Ownership until the loan is paid off.
This exception is for your own car arriving with you. It does not cover a car you bought from someone else without a title.
If you bought the car and never got a title
The route is a bonded title. You send form MV2082 and form MV1 together to WisDOT's Vehicle Research Unit, P.O. Box 8070, Madison WI 53708-8070. Check the plate section of the MV1 if you want to register the car, not just title it.
WisDOT reviews the file, sets a bond amount and sends you a letter. You buy the bond from a licensed surety and mail it in. Once WisDOT has the bond, it issues a title branded BOND POSTED, and the registration goes through like any other.
MV2082 adds a condition worth knowing: if you want plates, the vehicle must meet Wisconsin's equipment standards (chapter 347 of the statutes and rule Trans 305) before it is driven.
Title only, or title and plates?
You can ask for a title without plates. That suits a project car or anything not ready for the road. The MV1 instructions are clear that a title-only application does not let you legally drive the vehicle.
If you do want plates, the MV1 lists the regular passenger auto plate fee at $85 a year, and some counties and towns add a wheel tax. The $214.50 title fee is separate.
Step by step
- Confirm you truly have no title and the seller cannot get a replacement (form MV2119) and sign it over.
- Fill out MV2082, including the written statement of how you got the car.
- Fill out MV1 and check the plates box if you want to register it.
- Include photos of all four sides and the VIN, your bill of sale if you have one, and a check for the title fee, sales tax and plate fee.
- Mail it all to the Vehicle Research Unit and wait for WisDOT's bond letter before buying any bond.
Common questions
Will a DMV service center register the car if I bring a bill of sale?
A bill of sale shows a sale happened, but it is not a title. Without a title in your name or an approved bonded application, a counter cannot register the car for you.
Can a car with a bonded title be registered normally?
Yes. A bonded title is a regular Wisconsin title that carries a BOND POSTED brand for 5 years. Plates and renewals work the same way as on any other title.
My plates expired, but the title is in my name. Do I need a new title?
No. Under 342.05(2), a valid Wisconsin title already issued to you counts as proof of ownership, so you only deal with registration.
What is the penalty for driving an unregistered car meanwhile?
For a car or other vehicle rated 10,000 pounds or less, 341.04 sets a forfeiture of up to $200, and the court can order you to register it.
